Foxwood Estate, York:  Neighbourhood Contracts
  • Since the mid 90s, York has pioneered multi-agency neighbourhood contracts (or estate agreements).  These are mechanisms which allow local residents to negotiate with a range of service providers, on the basis of local needs and problems, and in this way to arrive at service level agreements which ensure that the service providers deliver more relevant services to the neighbourhood.

  • The visit to Foxwood will start at the Foxwood Community Centre where there will be a presentation from the Foxwood Community Action Group and officers of City of York Council.  The presentations will include: a profile of the Foxwood estate; the development of the Foxwood Neighbourhood Agreement; and the succession strategy for the Foxwood Community Action Group.

  • Small packs will be available for visitors to take away, and there will be an exhibition in the Foxwood Community Centre. There will be a chance to walk around the area, and refreshments will also be available at the Foxwood Community Centre.
North Clifton:  North Clifton Regeneration Project and a
North Clifton:  York Model for Neighbourhood Management
  • Over the last 3 years or so, North Clifton has been the subject of an SRB Programme in which City of York Council has been a partner with local community groups and other agencies.

  • Visitors will be welcomed at Burtonstone Lane Community Centre on the estate, and a presentation by residents and City of York Council will include: a review of the SRB Programme and its achievements; a look at York's new plans for neighbourhood management, which will form part of the succession strategy for the SRB Project; and a few words about the recently established SureStart scheme.

  • The York Neighbourhood Management Model involves encouraging service providers to develop their plans for the area in conjunction with the local Ward Committee.  This is a forum under the chairmanship of a local councillor and established for the purpose of community planning and strengthening local democratic accountability.

  • The visit will include a walk around the area with a visit to Community Regeneration York, a local development trust that has an office in the area. Small packs will be prepared for visitors to take away and refreshments will be available at the Community Centre.
Market Weighton:  A rural Market Town Initiative
  • A Market Town Initiative is a Government programme, overseen by RDAs, to regenerate Market Towns and improve their effectiveness as local capitals, both by attracting inward investment and by improving their capacity to serve the rural hinterland that surrounds them.  The Market Weighton initiative is in its early stages and visitors will have a chance to hear how its status and economic capacity has suffered over the last 30 years from a variety of factors including: loss of transport links; loss of its market, and other businesses – a crucial element of the town's employment prospects; and the decline of agriculture (the area's main industry).

  • Visitors will be welcomed in the town's fine Georgian Hotel and will hear presentations from the Project Manager, seconded to work with the town by Yorkshire Forward and community representatives from the Weighton Area Regeneration Partnership.  The presentations will include: some historical background to Market Weighton; the problems that the town has recently been experiencing; and plans to regenerate the area through the work of six action groups (these six groups focus on: people's needs; surrounding villages needs; business and economy; tourism and heritage; Marketing and Promotion of the town; and town centre improvement).

  • The group will then be taken on a walking tour around Market Weighton which will include: recently commenced environmental improvements on the high street; the proposed site of a skateboard park; the proposed site for 'a one stop shop' facility for the town; and a look at other improvements to the environment and local amenities.  Refreshments will be provided at the hotel.  Visitors will be provided with an information pack to take away.
The Airedale Centre
  • Situated on a large public sector housing area in Castleford in a Council Ward that is the most deprived in the district, this modern centre built on the site of the previous old library, provides an interesting example of community regeneration and is the result of a number of programmes and issues being considered together to provide the catalyst for the development of an impressive multi use facility, designed specifically to meet the needs of local people.

  • The centre provides an excellent facility where linked services are provided together - this includes delivery of the SureStart Programme and a Family Centre operating alongside a training suite and library.

  • The centre is run by and for a number of different partnerships providing these services and will eventually be managed through a Community Development Trust arrangement.

  • The visit will also include tours of other examples of community based regeneration facilities in the Airedale area.
