A Manifesto for Planning : Section 4 The Resources Required As a nation we have failed to invest in the social, environmental and economic infrastructure required for sustained and sustainable development and, in doing so, we have failed communities across the country. Affordable housing, public transport, environmental protection, neighbourhood renewal and area regeneration all suffer from underinvestment. The new approach to planning that is now being forged in this country will help to identify where resources are most needed and to make the most effective use of those that are available. If it is to achieve the bold agendas set out above and to meet the challenges set by government in the UK, then planning itself needs to be resourced to a greater degree than at present. There is a severe shortage of trained planners and there is the need to support those in practice to improve their skills and knowledge. The RTPI welcomes the introduction of Planning Development Grant in England and the similar scheme in Wales as very positive initiatives. There is the need for a similar approach to be taken in Scotland. The resourcing of planning cannot, however, rely on short-term initiatives. The mainstream funding available to this vital service must be increased.
